The objective of the document is to provide specific instructions for the minimum amount of information the Board requires to process and review rate and leave to construct applications. It should be noted that once authorized by the Board, this will represent the minimum amount of information required by the Board. Therefore, if an application is submitted without this information, it will be considered incomplete.
The filing requirements are divided into four topic areas, including:
1. Cost of service filings for rate adjustments,
2. Incentive mechanism filings for distribution rate adjustments,
3. Leave to construct filings, and
4. For rate regulated transmission companies prior to the approval of an integrated power system plan, leave to construct filings and capital budget approvals of projects as a component of a rate application.
Please note that the chapter on the 2nd generation incentive regulation mechanism for electricity distributors has not been written. It will be drafted later this year to be consistent with the Board’s Code developments related to cost of capital and 2nd generation incentive mechanism. At that time, a draft of the filing requirements will be distributed for comment.
Accompanying this letter is the staff proposal. Interested parties are asked to provide the Board with their comments on this document by Friday, August 4, 2006, in the form as set out below. The Board will then consider those responses and issue a final version by mid-August.
Parties wishing to provide written comments must file three paper copies of the comments and an electronic version in searchable Adobe Acrobat (PDF) and Word with the Board Secretary by 4:30 pm on August 4, 2006. Electronic copies may be submitted on diskette or by e-mail to boardsec@oeb.gov.on.ca.
Once established, this document will be reviewed on a regular basis and updated to ensure the minimum filing requirements remain current.
